VNM Software Decoder

1. Provide a software application for decoding high definition video or computer-video source streams with audio that operates from a PC platform.
   1. Software application shall:
      1. Support decoding and presentation of up to four video source streams and one associated audio signal
         1. Source streams shall originate from progressive scan video or computer video sources
      2. Provide aspect ratio control for sources presented full screen or in a quadrant. Aspect ratio options shall include:
         1. Fill the assigned display area
         2. Maintain the aspect ratio of the original source
         3. Present the pixels of the original source pixel for pixel in the display area
      3. Support audio source selection, mute, and level control
      4. Support text overlay messaging which can be assigned for each source, offering a variety of fonts, colors, and positions
      5. Support assignment of user defined splash screens to be presented when a source is not assigned or available
      6. Managed and controlled from a streaming control system management appliance and external control system
      7. Operate on Windows® 7 Professional 32‑bit or 64‑bit operating system
      8. Support use on LANs or private networks that support multicast traffic
   2. Approved device shall be the Extron VNS 104 Multi-stream decoding software (29-108-01; no alternates or equals)
