1. Provide a software management tool for processing and packaging of AV recordings for playback from web-browser based media players
   1. Software management tool for processing and packaging of AV recordings shall:
      1. Prepare MP4 recordings into file packages that create a playback interface that incorporates:
         1. Playback controls including chapter movement and variable speed playback
         2. Time-synchronized thumbnails
         3. Metadata
      2. Provide access to recording as a Video on Demand (VOD)
      3. Transfer recording data to a defined network storage directory
      4. Import user data from LDAP/AD network services to identify, authenticate, and manage user access to recordings
      5. Automatically update user data from LDAP/AD network services
      6. Authenticate users with metadata obtained from recorded media
      7. Notify users by email that recording packages are available for retrieval
      8. Permit creation of custom usernames and passwords
      9. Provide an administrative and management interface that:
         1. Defines, updates, and manages user lists, profiles, groups, and storage directories.
         2. Identifies summary operational data including:
            1. Processing activity
            2. Dates
            3. Specific user activity, including filenames, storage locations, recording dates, and login activity
         3. Delineates users access to content downloading or VOD
      10. Provide a user access interface that:
          1. Provide access to recording packages
          2. Provide the ability to sort files by
             1. Filename
             2. Date
             3. Processing status
             4. Origination device
             5. Approved software shall be the Extron SCM Streaming Content Manager (part number 79-584-01); no alternates or equals
