SMD 202 H.264 Streaming Media Decoder and Player

1. Provide an H.264 decoder and player that supports decoding of live video and audio streams, playback of AV media files from internal, local and network storage locations as well as presentation of a locally connected AV source.
   1. Rack mountable, one-half rack width, 1” high metal enclosure that decodes audio and video shall:
      1. Provide an HDMI connector on rear panel to supply video and audio to display systems
      2. Provide one set of captive screw connections on rear panel for output of line-level balanced/unbalanced analog stereo audio signals
      3. Provide an HDMI connector on rear panel for accepting video and audio from an AV source
      4. Provide one set of captive screw connections on rear panel for accepting a line-level balanced/unbalanced analog stereo audio signal
      5. Provide multiple connections for device configuration and control from a PC, remote control, or other peripheral
         1. One USB connection on the front panel
         2. One set of RS-232 captive screw connections on rear panel
         3. One set of IR captive screw connections on rear panel
      6. Produce an interactive on-screen display supporting:
         1. Device configuration
         2. Source selection
         3. Presentation of source information
         4. Use of multiple languages
      7. Provide front panel buttons for device setup and source selection using the on-screen display
      8. Provide an IR receiver on the front of the unit for use with a hand held IR remote for device setup and source selection
      9. Provide one 10/100/1000 BASE-T RJ-45 network connection for device configuration, control, and receiving network media streams
      10. Provide three LED indicators for status monitoring
          1. Power LED to indicate status of device power
          2. Streaming/Playback LED to indicate status of streamed data
          3. Network LED to identify network status
      11. Provide two LED indicators identifying the source that is presented:
          1. HDMI
          2. Streaming
      12. Support decoding of AV streams at resolutions including:
          1. 480x320, 480x360, 640x360, 640x480, 720x480, 800x480, 720x576, 800x600, 1024x768, 720p, 1080p/30 and 1080p/60
      13. Support scaled outputs from 640x480 up to 1920x1200/60 including the following resolutions and refresh rates:
          1. Video formats: 480p at 59.94 or 60 Hz, 576p at 50Hz, 720p at 50, 59.94 or 60 Hz, 1080i at 50 to 60 Hz, 1080p at 23.98, 24, 25, 29.97, 30, 50, 59.94 or 60 Hz
          2. Computer-video formats: 640x480, 800x600, 1024x768, 1280x1024, 1366x768, 1600x1200 and 1920x1200 at 50 or 60 Hz refresh rates
          3. Provide internal test patterns for the identified output resolutions
      14. Support Extended Display Identification Data – EDID and Display Data Channel management between connected devices
      15. Provide the following aspect ratio management options for displaying streaming sources:
          1. Decoded video fills display
          2. Decoded video maintains source’s original aspect ratio and presents the full image
          3. Decoded video maintains source’s original geometry and crops the video to fill the display
          4. HDMI format configuration DVI, HDMI, video range (16-235), full range (0-255) 4:2:2, 4:4:4, YUV, RGB
      16. Support RTSP, SDP and SAP session management protocols
      17. Support the following unicast and multicast push streaming transport protocol combinations:
          1. UDP and RTP
          2. UDP and MPEG-2 Transport Streams
          3. UDP, RTP and MPEG-2 Transport Streams
      18. Support the following pull streaming transport protocol configurations:
          1. RTP/RTSP
          2. Interleaved RTSP (RTP and RTSP over TCP)
          3. HTTP tunneling (RTP and RTSP over HTTP)
      19. Support automatic negotiation of streaming protocols with encoding device
      20. Support H.264/AVC compression standard including:
          1. Profiles: High, Main, Baseline
          2. Profile levels: 3.0, 3.1, 3.2, 4.0, 4.1 and 4.2
          3. I, P and B frames
      21. Support total streaming bit rates from 200 kbps to 40 Mbps
      22. Support audio bit rates from 16 kbps to 384 kbps
      23. Support playback of media files and presentation of still image files from:
          1. Internal memory
          2. SD memory card
          3. USB storage device
          4. Network shares
      24. Support playback of media file formats containing H.264 video and AAC-LC audio codecs including:
          1. MP4
          2. M4V
          3. M4A
          4. MPEG-2 Transport Streams
      25. Support SMB/CIFS and NFS protocols applicable to network shares
      26. Support the following methods for rendering of on-screen text such as sub-titles and captioning:
          1. Timed text stream
          2. WebVTT file
          3. SubRip file
      27. Provide a web page interface for device control and configuration that offers the following:
          1. Color confidence monitor for viewing live video streams
          2. Configuration and control of device settings
          3. Stream selection
          4. Streaming channel list development
          5. AV media file playlist development
          6. Automatic channel selection on power up
          7. Automatic looping of a playlist
          8. Provide a progress bar and control over live streams and AV media files including play and pause
      28. Support creation of decoder configuration files that includes device settings, source definitions, channel lists and playlists which can be saved and applied to other decoders
      29. Provide IR remote control or wired control access to on-screen presentation of:
          1. Progress bar indicator for playback status
          2. On-screen decoder status reporting
          3. On-screen messaging of operating status and channel selection
      30. Support seamless looping of media files
      31. Support seamless transitions between media files of the same resolution and format using:
          1. ‘Fast start’ MP4 files
          2. .m3u8 playlists and MPEG-2 Transport Stream files
      32. Support play, pause, stop and seek transport controls
      33. Support upload of image files at resolutions up to 2048x2048 for scheduled display or during network or streaming disruptions
      34. Support the following file formats for uploaded image files:
          1. PNG
          2. JPG
          3. TIFF
          4. BMP
      35. Support clean file transitions and variable rate dissolves between still image files of the same resolution and file type
      36. Provide intelligent power management capabilities including programmable timing for standby and sleep modes
